目前学术界关于长株潭试验区治理模式的研究,大多数集中在如何设计行政治理模式、如何进行行政管理体制改革以及如何设置管理机构的研究上,即以运用行政权力为治理手段的行政治理模式。可以说,实现长株潭试验区治理模式从"行政治理"到"社会治理"的转型,是转变长株潭试验区经济增长方式的迫切需要;是促进长株潭试验区社会和谐发展的迫切需要;是加快长株潭试验区"两型社会"建设步伐的迫切需要。要实现长株潭试验区治理模式从"行政治理"到"社会治理"的转型,就必须推进社会治理体系创新:一是要创新社会政策;二是要培育社会组织;三是要健全公共安全体系。
