摘要
利用生态服务价值理论和粮食安全模型,从县级层面对跨区域的农田生态补偿额度进行测算。研究发现:武汉城市圈48个县(市、区)有38个县(市区)应该支付生态补偿,为支付区。其中武昌区的支付量最大,达到6 825.78×104元,最小的是为崇阳县,应支付2.83×104元;其他10个县(市、区)应该获得生态补偿,为受偿区。受偿区中最大的是安陆市,受偿额为140.65×104元,最小的是汉南区,受偿额为5 954元。跨区域农田生态补偿转移支付的额度占到各自财政收入的比例为0.01%—4.71%不等,纳入生态补偿后的绿色财政收入排名较之前相比有一定幅度的变动。
The purpose of the paper is to discuss the amounts of farmland' s ecological compensation among regions under the non equilibrium developing policy of land resources by using the methods of ecological services .value, ecological footprint, and ecological capacity. The results showed: for the Wuhan Urban Cities, the amounts of districts which are negative in their ecological compensation amounts is 38, which means there are 24 distracts should pay ecological compensation to others Among this kind of regions, distract that should pay the largest is Wuchang Distract (6 825.78×104 yuan),with Tieshan Distract paying the least(2.83 ×104 Yuan);while the rest 10distracts should obtain ecological compensation. And the distract that should receive the largest amount of compensation is Huangpi Distract (140.65 ×104 yuan), with Yingshan Distract receiving the least(5 954Yuan). What' s more, the proportion of the amounts of ecological compensation among regions to their fmancial income varies from 0.01 to 4.71%, the green financial income of the 48 districts is different from their financial income.
