关于土地征收补偿问题的探讨——以广州市钟落潭镇为例

On Issue of Land Expropriation Compensation——A Case Study of Zhongluotan Town of Guangzhou

广州市白云区钟落潭镇位于广州城市近郊,由于经济发展、城市扩张,镇内村民的大量土地被征收,由此衍生了一系列涉及土地征收补偿的问题,如补偿程序不够规范;村民对补偿标准期望值过高;补偿方式相对单一;房屋补偿定价有偏差等。鉴于此,该文提出了规范征地补偿程序;采用多样化的征地补偿方式;制定合理的补偿标准,保障失地村民的利益;加强职业培训,完善社会保障体系等建议,以便未来失地村民能够得到更合理的补偿、安置,村民的权益得到更有效的保障。

Zhongluotan Town of Guangzhou Baiyun District is located in the suburb of Guangzhou City.With the economic development and the expansion of the city,a lot of land of the villagers have been imposed,and thus resulting in a series of land expropriation compensation issues,such as the compensation procedure is not standard,the compensation standard is too high expectations,compensation is relatively single,housing compensation pricing has deviation etc..In view of this,this paper puts forward some suggestions of normative land compensation procedures,the land requisition compensation way diversification,making reasonable compensation standard,safeguarding the interests of landless villagers,strengthening the occupation training,improving the social security system and so on so that the future landless villagers can get more reasonable compensation and resettlement and the rights of villagers can get more effective security.
