县乡关系与农村基层选举——以贵州省遵义市余庆县为例

Relationship between Counties and Townships under Rural Grassroots Election——Taking Guizhou's Yuqing County of Zunyi City as an Example

基层群众自治制度作为我国一项基本政治制度,是培育社会民主政治的奠基石。农村基层群众自治制度,尤其是作为其实现形式的农村基层选举受到社会—经济—文化等多方面因素影响,但是县乡治理体制以及由此形成的压力型体制模式对于农村基层选举的影响经常为人们所忽视,而良好的农村基层民主选举的规范化离不开县乡关系权力重构。

As a fundamental basic political system, civilian self- government is a cornerstone of the nurturing state democracy transformation. Villager self- government, especially the village vote which can bring about village democracy, is confined by the social -economic -cultural facts. However, scholars have ignored the role of the relationship between counties and townships.
