学前教育普及中的政府责任分析

An Analysis of the Government's Responsibility to Popularize Preschool Education

当前,在学前教育普及过程中,存在学前教育财政投入经费不足、政府举办的公办幼儿园太少、学前教育管理机构不健全、政府督导缺位、政府问责制缺失等诸多政府责任问题。成为制约学前教育健康发展的重要阻碍。在学前教育普及中,强化政府责任的路径有:加快学前教育立法,规范政府发展学前教育的责任;加大学前教育财政投入,扩大普惠性学前教育资源;改进和创新办园体制机制,加强幼儿师资队伍管理;加强学前教育的管理,建立科学的学前教育监管机制;健全学前教育政府考核体系,建立严格的责任追究制。政府责任的明确与落实是加快学前教育普及与提高学前教育质量的关键,应引起各级政府的高度重视。

Starting with the theoretical basis of government responsibility for popularizing preschool education, this paper names various disorder phenomena of government responsibility for popularizing preschool education, such as, preschool education is underfunded; government-running public kindergartens are too little; institutions for preschool management are not perfect; government supervision and government accountability are absent and so on, which have become important constraints hampering the healthy development of pre-school education. Government should take the following measures in popularizing preschool education： to accelerate the legislation for preschool education and strengthen the responsibility of government for developing preschool education; to increase financial input for preschool education and expand generally beneficial preschool education resources; to improve and innovate the system and mechanism of kindergartens and strengthen kindergarten faculty management; to tighten up preschool education management and establish a scientific monitoring mechanism; to improve government evaluation system for preschool education and establish a strict accountability mechanism. Determining and fulfilling government responsibility is critical for speeding up the popularization of preschool education and enhancing the quality of pre-school education, which should be attached a great importance to all levels of government.
