收费公路行业政府规制效率问题研究

The Research on Efficiency Issue of Toll Road Industry Related to Governmental Regulation

收费公路具有基础设施和自然垄断属性,这导致市场失灵的存在,要求政府规制的介入,但受到政府规制合理性和执行有力性的影响,收费公路行业政府规制效率亟待提高。因此,本文在分析政府规制效率理论基础之上,研究了收费公路行业政府规制效率的影响因素,进而提出了相应整改措施。

Toll road has the attributes in terms of infrastructure and natural monopoly, which leads to market failure. Therefore, the governmental regulation is needed to enhance the efficiency due to the reasonability and execution of the regulation. Some rec- tified measures were proposed after studying the affecting factors of toll road concerning governmental regulation efficiency based on the theory of governmental regulation efficiency in this paper.
