摘要
文章认为中国政企关系的变迁主要受到政府追求主导目标实现的内在动力驱动以及主体嵌入之中的结构环境约束。正是在这两种合力的作用下,政企关系的演变机制可以从政府为实现主导目标和适应结构环境而做出的各项制度安排来加以理解。由于制度安排所具有的路径依赖特征,所产生的非意图性后果,加之意识形态的社会化影响,政企关系的发展变迁在微观层面取决于政府与企业具体、持续的互动。从而,只有在梳理中国政企关系变迁的历史脉络的基础上,深刻把握关系变迁的结构特征及其内在机制,才能理解这种复杂多变的关系变动逻辑,进而总结和提炼出某些具有经验性的成份。
Based on the historical analysis of the relationship between government and enterprises this paper tries to argue that the observation to this kind of relationship needs to be focus on two points of view.On the one hand is the explanation that the Chinese enterprises are always embed in the Chinese social and political structure.On the other hand is the explanation that the behavior of government is always motivated from the political and economical goal.The interaction between government and enterprises are strongly influenced by the path dependency,unintended consequence and certain ideology.The paper tries finally to sum up what we could learn from the past experiences in the relationship between government and enterprises.
