突破困境 凝聚共识 保护劳动所得——以党的十八大精神为指导推进工资集体协商

To Enhance Collective Wage Consultation Guided by the Spirit of the 18th CPC National Congress

开展工资集体协商,提高企业职工劳动报酬,是维护劳动者合法权益的重要手段,更是在中国社会政治结构中工会发挥国家政权重要支柱作用的社会责任。各级工会为推进工资集体协商制度作出很大努力。但是,法律与制度的不完备使工会工资集体协商工作在实践中面临较大困难。党的十八大明确要求:"推行企业工资集体协商制度,保护劳动所得。"表明了把建立工资集体协商制度作为解决当前收入分配体制存在问题的重要手段。工会要在全社会凝聚共识,大力推进工资集体协商工作。

The report of the 18th CPC National Congress requires that ＂to carry out the system of enterprise collective wage consultation, and to protect labor income. ＂ It states that enterprise collective wage consultation is the important measure of resolve the problems of income distribution. Trade unions should make great efforts of enhancing the collective wage consultation system.
