摘要
中国劳动关系的处理是典型的"国家统合"模式,集体协商是政府主导下的劳动关系双方的合作手段。新世纪,在政府及工会的积极推动下,我国的集体协商获得了快速发展,覆盖率迅速扩大,但是集体协商的实际效果还不尽人意。"国家统合"模式下集体协商推行中存在的问题主要包括:集体协商的内容相对单一,集体协商流于形式,企业工会的作用还有待加强,集体协商结构呈现"分散化"。
China' s labor relations model is a typical model of "state corporatism. " Collective consultation is the cooperation way of both parties of labor relations under the government - leading. In the new century, the system of collective consultation maintains rapid development through the efforts of government and trade unions. However, the development is not satisfyingly effective. The main problems includes the single content of collective consultation, the weaken role of trade unions in enterprises and the decen- tralized structure of collective consultation.
