摘要
企业层面的工资集体协商容易走形式,其实效不尽人意。在现行体制下,企业工会的作用是有限的,没有行业层面的集体协商,是很难协调劳动关系的。因此推行行业工资集体协商是最理性的选择,具有其必要性和可能性。推行行业工资集体协商,尤其是县、市级以上的行业工资集体协商,有利于维护职工权益,能真正体现工会在政府、雇主面前代表职工的主体资格,体现社会对工会地位的认可。最重要的是,推行行业工资集体协商有利于统一行业劳动标准,有利于职工权益平衡,有利于劳动关系协调,从而有利于社会的稳定。
The collective consultation on wages in enterprises tends to formalism and without actual effect. Under the current politi- cal system, it is difficult to give full play to trade union' s role without industrial collective consultation. Therefore, to introduce in- dustrial collective consultation on wages is the most rational choice of trade unions, especially the industrial collective consultation above the county and city level. It is favorable for labor rights protection and trade union' s subject qualification of employees' rep- resentative. Most of all, industrial collective consultation is favorable for unified industrial labor standards, balanced labor rights and interests, labor relations coordination and social stability.
