信访工作是党的群众工作的重要组成部分,做好信访工作有利于扩大党的群众基础,增强党的阶级基础,巩固党的执政地位。构建中国特色信访工作体制,必须站在全局的高度,坚持用群众工作的理念和方法指导和推进信访工作,调动一切可以调动的社会力量,形成加强和改进新形势下信访工作的合力,推动信访工作不断创新发展。

The work of handling petition letters and visits is an important component of the Party＇ s mass work. To do well this work is beneficial for enlarging the public foundation of the Party, strengthening the class founda- tion of the Party, and consolidate the role of the Party as governing party. To build a system of work regarding petition letters and visits with Chinese characteristics, we must ,from the angle of overall situation, guide and boost this work by the ideas and methods of mass work, mobilize all social forces that could be mobilized, form and strengthen a force for strengthening this work under the new situation, and push this work to develop ceaselessly.
