Strengthening Management Innovation to Speed up the Development of the Forestry Science and Technology

科技管理创新,就是通过在管理理念、管理方法、管理手段、管理体制等方面的改革与创新,促进科技工作的发展。科技管理创新与科技创新之间是辩证关系。强化林业科技管理创新有其必要性。建议在有效整合资源,建立协同创新机制,深化林业科研院所改革,努力营造科研人员潜心研究的政策环境,建立稳定的投入与适度竞争相协调的林业科研立项新机制,完善林业科研评价机制等方面加强林业科技管理创新。

Technology management innovation can be defined as the invention and implementation of a management philosophy, methods, tools or management systems, etc., that is new to the state of the art and is intended to further the development of scientific and technological work. It is very necessary to strengthen management innovation of the forestry science and technology because it is a dialectical relationship between technological management innovation and management innovation. Some policy implications are recommended： 1 .accumulating and allocating resources; 2.establishing modes for collaborative innovation; 3.deepening the reform of forestry research institutes; 4.formulating the Incentive measures; 5.establishing a new forestry research project coordinated mechanism and 6. improving forestry research evaluation mechanism.
