信任构建与中国—南亚人文交流

Trust Building and People-to-People Exchange between China and South Asia

信任是国家间合作的前提和基础。信任构建具有主观性、平等性、复杂性、长期性的特点,这决定了人文交流是信任构建的各种途径中最经济有效的途径之一。中国与南亚国家之间的信任构建还存在很大不足,亟需在双方政府统筹规划下,通过充分调动民间力量,加强人文交流,夯实信任构建的民众基础。智库交流作为中国—南亚人文交流的重要组成部分,成为推动双方开展信任构建的重要平台。

Trust is the prerequisite and basis for cooperation between countries. The construction of the trust has the characteristics of subjective,equality,complexity and persistence. This determines people-to-people exchange is one of the most cost-effective ways of the construction of the trust. Considering of a big shortage of the construction of the trust between China and South Asian countries,there is an urgent need to consolidate the popular base for the construction of the trust under the overall planning of two sides' governments through fully mobilizing the civil forces to strengthen people-to-people exchange. Exchange between think tanks,as a significant part of China-South Asia people-to-people exchange,become an important platform to push the two sides to carry out the construction of the trust.
