摘要
随着社会的进步和信息技术的发展,以网络为主要形式的新媒体成为公共舆论生成的重要阵地。与传统媒体相比,新媒体环境下的公共舆论有主体多样化、实效性强、互动性强等特点。网络公共舆论提升了公民意识,促进了政治民主化,彰显了公共性,也产生了消极影响。新媒体环境下,只有政府、媒体、公众三方形成合力,才能发挥网络公共舆论的积极功能。
Abstract : With development of the society and information technology, new media, with networks as the main form, has become the important position of public opinion. Compared with the traditional medium, public o- pinion under the new media environment are characterized with diverse subjects, strong actual effect and interac-tion. The network public opinion promotes civic awareness and political democratization, demonstrates publicity, also has a negative impact. To improve the management of public opinion under the new media environment, tripar-tite forces, including government, media and the public should carry out their duties.
