土地综合整治战略研究——以河北省沧州市为例

Study of Integrated Land Consolidation Strategy:A Case Study of Cangzhou City,Hebei Province

目前,河北省沧州市土地综合整治面临重大战略机遇和诸多严峻挑战,亟需土地综合整治战略的指引。采用规范和实证分析方法,基于沧州市土地利用现状与特点,机遇与挑战、上位规划要求与本市发展需求分析,明确了该市土地综合整治的战略目标和战略任务,划分了4个土地综合整治统筹分区,并进行了土地综合整治战略保障制度设计,从宏观层面上为沧州市土地整治规划编制和实施奠定了战略导向支撑。

At present, major strategic opportunities and many serious challenges confronting land consolidation of Cangzhou City necessitate the guidance of integrated land consolidation strategy. Based on the situation and the characteristics of land use of this city, This paper analyzes the opportunities and challenges, the superior planning requirements and the development needs and determine the strategic goals and tasks of the integrated land consolidation. The land of Cangzhou is divided into four partitions as a whole, and the strategy safeguard systems of integrated land consolidation is designed by means of normative analysis and empirical analysis, which provides the strategic orientation support for the formulation and implementation of the land consolidation planning of Cangzhou City on the macro level.
