基于存量挖潜的产业用地调控对策——以安徽省池州经济技术开发区为例 被引量:4

摘要 推动产业转型升级、加快经济发展方式转变是保持国民经济平稳健康可持续发展的重要保证。土地作为基本的生产要素,其利用结构和利用效率直接影响着产业的持续发展和转型升级。基于存量挖潜视角,探寻产业用地调控对策在节约集约用地制度框架下具有重要意义。本文以存量产业用地形成原因为基础,构建了开发区存量产业用地分类识别、有序调控的技术体系,并以池州经济技术开发区为例,进行了实证分析。为开发区存量产业用地识别、分类、有序调控提供了思路和参考。 Development zones are among the important sources of regional construction land, and it is the emphasis and difficulty in the present study how to effectively save and intensively utilize land resources. From the perspective of stock potential tapping, this paper defines the connotation of stock land and then divides the land into four types, i. e. , granted but untapped land, idle land, inefficiently-used land, and unoccupied land. According to the causes of different types of stock land, the paper designs step by step the mode of regulating and controlling stock land potential tapping and systematically builds the model of regulation and controlling, with Chizhou National Economic Development Zone as real evidence. The research conclusions indicate that in order to achieve the regulation and controlling of industrial land in the development zone, it is necessary to scientifically demarcate the types of stock land based on status survey and using strategy of differentiation, so as to effectively vitalize stock land and realize the intensive and economical utilization of land resources.
