摘要
完善的宅基地管理制度是新型城镇化平稳推进的重要保障。通过理论研究与实证分析,阐述了新型城镇化进程对宅基地利用的影响、宅基地管理面临的问题及地方实践经验与存在的不足。研究认为:新型城镇化背景下推动宅基地管理制度创新,完善产权是基础,推进政府职能转变是关键,实现市场化配置是方向,重点应取消对宅基地用地的计划管理、放开对流转的限制、规范宅基地向经营性建设用地的转换和建立宅基地融资体系,并由财政出资托底没有市场主体参与的宅基地整治工作。
Perfect management system of house site guarantees the promotion of new urbanization. Based on theoretical research and empirical analysis, this paper elaborates the impact on the use of house site in the process of new urbanization, the problems of the house site management, and some local practices and their deficiencies. The study concludes that in order to promote house sites management system innovation in the background of new urbanization, improvement of the property rights is the foundation, the key is the transformation of government functions, and achieving market allocation is the direction. The emphases include the removal of the planned management of the house site, releasing the restrictions on house site transfer, standardizing the change from house site to the commercial construction land, establishing house site financing system, and providing necessary financial support to the house-site renovation work.
