论基本公共体育服务均等化的福利经济学基础

On Welfare Economics Theoretical Bases of the Equalization of Basic Public Sports Services

基本公共服务均等化的要义在于保障和改善民生,促进社会公平正义,让全体国民共享改革开放的成果。基本公共体育服务均等化的理论基础亟待研究,运用文献、观察、访谈、理论分析等研究方法。首先,对基本公共服务和基本公共服务均等化定义本质属性进行了解析,以此为基础,界定了基本公共体育服务与基本公共体育服务均等化概念。然后,在福利经济学视野下,探究了基本公共体育服务均等化的收入均等化原理、帕累托原理、补偿原理基础。

The significance of the equalization of basic public sports services is in guaranteeing and improving the people＇s livelihood,promoting social fairness and justice and enjoying the fruit of reform and opening to the outside world by all Chinese people. It＇s a pressing task to study the theoretical bases of the equalization of basic public sports services. Firstly,the author explained the inherent quality of basic public services and the equalization of basic public services. Based on that,the author defined the concepts of basic public sports services and the equalization of basic public sports services. Then from the perspective of Welfare Economics,the author explored the theoretical bases of the equalization of basic public sports services based on income equalization principle,Pareto efficiency principle and compensation principle.
