摘要
从经济学的视角出发,将公职人员的职务消费问题纳入经济学研究范畴,在保障政府公务有效执行的前提下,将职务消费行为设定为制度和道德约束的经济人消费选择行为,分析不同制度安排下的职务消费行为特点。从弹性的视角,将职务消费的类型分为富于弹性型职务消费、缺乏弹性型职务消费和一般弹性职务消费,通过区别改革的着力点,充分挖掘推进改革的自发动力,在资源约束的条件下,实现制度目标与消费当事人利益的共赢和优化。
From economic perspective, consumption of public service personnel is brought into the field of economics. Under the premise of the effective administration of the government, the consumption behavior of government officials is deemed as choice behavior of economic people, which is constrained by regulations and morals. The pattern of tiffs consumption under different regulations is analyzed in detail. From the perspective of the elasticity of supply, the consumption types are divided into those of elastic, lack of elastic and general elastic. By distinguishing the emphasis for future reform, exploring the spontaneous simulations for advancing reforms, the aims of regulations and interests of the consumer could reach a win-win situation and be optimized under the constraints of resources.
