基于数据包络分析和因子分析的区域自主创新能力评价——以山东省为例

Regional Independent Innovation Capability Evaluation Based on Data Envelopment Analysis and Factor Analysis: A Case Study

自主创新能力是提升区域核心竞争力的关键因素,目前已经成为国家和地区之间经济竞争力角逐的焦点。文章通过对山东省自主创新体系的系统分析,选取人力因子和财力因子为投入指标,技术创新因子和经济创造因子为产出指标,构建山东省区域自主创新能力指标体系,在利用因子分析法检验选取的投入产出指标有效性和相关性的基础上,运用DEA模型分别对山东省的17个区域的自主创新能力进行综合评价,通过评价结果,针对性地提出了区域自主创新能力建设的对策与建议。

Independent innovation capability is one of the key factors to enhance the core competitiveness of a region and has become the focus by which countries and regions compete for economic power. This paper, after making a systematic analysis of Shandong Province＇s independent innovation system, constructs the index system for independent innovation capacity by taking human and financial factors as input index, and by taking technological innovation and production value as output index. Using factor analysis to test the validity and relevance of input and output indicators selected, and, using DEA model, it then makes a comprehensive evaluation of the independent innovation capability of 17 regions in Shandong Province. Based on the evaluation results, it puts forward the following corresponding measures and suggestions for improving regional independent innovation capacity
