滨海新区高速公路投资模式研究

Study on Investment Mode of Expressway in Binhai New Area

我国高速公路投资体制不断变化,越来越多的投资主体进入了高速公路投资建设领域。但由于各种因素的影响投资效益不断下降。为了加快滨海新区高速公路建设,本文分析了滨海新区现状高速公路投资模式,提出适当增加政府投资比例,修编《收费公路管理条例》、延长收费年限、提高收费标准,采用审批制对项目进行审批。

The expressway investment system continuously changes in China. More and more subjects of investment come into the expressway investment construction field. The investment benefit continuously drops because of various factors. In order to speed up the construction of expressways in Binhai New Area, the present expressway investment mode of Binhai New Area is analyzed, the proper increment of the government investment proportion is put forward, the Regulations on Administration of Toll Road is revised, the toll years are lengthened, the toll standard is improved, and the approval system is used to approve the projects.
