外商直接投资与资源环境绩效的实证研究

基于地方政府竞争的视角,本文运用空间计量方法实证检验了地方政府间的策略性引资竞争对资源环境绩效的影响。研究结果表明,FDI对资源环境绩效的影响不仅取决于其在地区内和地区间的溢出效应,而且还取决于当地及邻近辖区的财政支出水平。其中本区政府为吸引FDI而展开的财政支出竞争对资源环境绩效的影响存在显著的"门槛效应",而邻近辖区的策略性引资支出显著降低了资源环境绩效水平并表现出明显的结构性偏好,并且不同集聚区内的引资策略互动对资源环境绩效的影响存在显著的差异。

From the perspective of local government competition, this paper uses spatial econometric method to empirically study the impacts of strategic com- petition for attracting FDI on resource and environmental performance （REP）. The estimated results show the impacts of FDI on REP depend not only on its environ- mental spillover effects both in inter-region and intra-region, but also on fiscal ex- penditure in local and neighboring jurisdictions. Among these, the impacts of local expenditure competition for attracting FDI on REP has a threshold effect, while the strategic expenditure of neighboring jurisdictions significantly decreases that and shows a remarkable structural preference, but there are significant differences in the impacts of strategic competition for attracting FDI on ERP among different ac- cumulation areas.
