摘要
新型城市化是广州未来发展的重要战略决策,但现有行政管理体制仍存在与之不相适应的地方,如服务型政府建设、大部制改革、简政强区改革、特大镇管理体制以及"一队三中心"建设等。因此,必须从"小政府、大社会"、"效率高、服务优"的目标出发,改革和完善现有行政管理体制,为新型城市化发展扫除障碍。
Neo-urbanization is an important strategic decision for the future development of Guangzhou, yet the existing administrative system is incompatible in terms of the construction of a service-oriented government, the super-ministry reform, streamline administration to strength the role of district, management system of super-sized towns, etc. Therefore, the current system of governmental administration must be reformed according to the principles of ＂small govern- ment in a big society＂ and ＂high efficiency with excellent service＂, which will pave the way for the development of neo-urbanization.
