摘要
大量的事故调查分析表明,造成事故的原因大多出于人的不安全行为和物的不安全状态,据海因利希估算,由于人的不安全行为而造成的事故占事故总数的80%以上,因此为了防止伤亡事故和职业危害,除了要使设备环境安全以消除物的不安全状态,还要采取措施克服人的不安全行为,本文以石化行业为例全面论述了人员的不安全行为产生原因及其控制措施。
Lots of accident investigation and analysis showed that the cause of accident was mostly due to people＇s un-safe behavior of people and unsafe state of materials. According to the Heinrich estimation, accidents caused by unsafe behavior of people were more than 80% of the total number of accidents. In order to prevent casualty accidents and oc-cupational hazards, measures should be taken to overcome the unsafe behavior of people, in addition to elimination of unsafe state of object by assuring safe environment of equipment. Causes and control measures of unsafe behavior of people were discussed comprehensively by taking Sinopec as an example in this study.
