摘要
科研业绩考核是科技管理的重要手段和优化资源配置的必要环节,也是一直困扰农业科研单位管理工作的难题。文章以江苏省农业科学院为例,通过对现行科研业绩考核机制的研究和分析,针对取得的成效和存在的问题,从确定合理的考核周期、建立简单易行和导向鲜明的考核体系、增加人才培养的考核要素、借助现代信息技术手段、制定配套奖励政策措施、重视科研业绩后续性影响等多个方面提出进一步完善科研业绩考核机制的对策建议,以期为更好地开展农业科技管理工作提供参考。
Evaluation of research achievement is an important means of scientific management and a necessary part of optimizing the allocation of resources, and it has perplexed the management of agricultural research institutions. Taking Jiangsu Academy of Agricultural Sciences as an example, the existing achievement evaluation mechanism was studied and analyzed. Six aspects, determining a reasonable appraisal cycle, setting up a simple evaluation system with distinctive guide, increasing personnel assessment element training, helping by modern information technology, establishing of incentive policies and measures, emphasizing on the subsequent impact of scientific research achievements were analyzed and the further improvements were proposed. All the analysis and proposals can provide references to the work of improving agricultural scientific management.
