摘要
天然气定价机制问题一直是我国价格改革的重要问题。对包括出厂价、管道运输价、城市燃气终端价以及进口天然气定价等我国现行天然气定价机制进行总结、分析,指出其在各个方面存在的问题,进而提出完善我国天然气定价机制的思路,包括推行市场净回值法、改善管输费率制定方法、两部制确定配气费用、差别定价策略确定终端价格、实施管道分级监管制度等。
The pricing mechanism of natural gas has been an important issue of price reform in china. This paper summa- rizes and analyzes current pricing mechanisms of natural gas in China, which include ex-factory price, pipeline transportation price, terminal price of city gas, and imported natural gas price. It points out the problems of all the aspects, and then puts for- ward ideas of improving vhe pricing mechanism of natural gas, i^dudmg using market tier value method, improving the for- mulation method of pipeline transportation rates, and employing the two-part price, adopting two-part system to determine the distribution costs, determining terminal price according to different pricing strategies, and implementing hierarchical pipeline supervision system, etc
