县级政府绩效评估的发展及其典型模式

Anglicizing and comparing in evaluation model of county government's performance

当前,县级政府绩效评估可划分为"目标责任制""社会承诺制""效能导向制""专项评估制"和"科学发展观导向制"五种模式,四川达县、邳州、武威市凉州区、湖州各区县、厦门思明区分别具有代表性。由于各地情况存在差异性,不同的评估模式表现出自身的特色和独特风格,但总体而言,呈现出两大趋势:一是紧密围绕县政府职能设置指标体系;二是强调突出公共服务职能和城乡统筹职能的考核。

The county government has a special status in the hierarchy of the Chinese government. It has a decisive impact on the government performance assessment at the county to undertake the nexus, connecting urban and rural areas, communicate the function of compartmentalization. Performance evaluation of county government can be divided into five modes： the target responsibility system, social commitment system, performance-oriented system, special assessment system and the scientific-development-oriented system. Dalian, Pizhou （county-level cities）, Wuwei Liangzhou, districts and counties in Huzhou, Xiamen Siming District are representative. Due to the differences in local conditions, different assessment models show characteristics and each other＇s unique style, but overall, it is showing two trends： one focusing on the functions of the country government set up the index system; Second, highlighting urban an rural public service function and functions of the assessment.
