摘要
人力资源是组织发展的第一资源。地方高校有着丰富的人力资源,地方高校在我国高校总数中占了绝大多数,承担着人才培养、科学研究和服务社会的重任。长期以来,地方高校人事管理在诸多方面存在着严重的弊端。人力资源开发与管理工作是一个漫长的探索和实践过程,需要方方面面的努力。全面推行人力资源开发,是地方高校面临的一场重大变革。挖掘教师的潜能,激发教师的积极性和创造性,优化人力资源配置,整合校内人力资源,是提高地方高校核心竞争力的重要途径。
Human resources are the primary resources of organizational development. Local colleges have a wealth of human resources, and occupy a major part in the total number of universities in China, so they bear the heavy responsibility of personnel training, scientific research and service to the society. For a long time, there exist serious drawbacks in many aspects of the personnel management of local colleges. Human resources development and management is a long process of exploration and practice, and therefore needs the joint efforts of all sides. The full implementation of human resource development is a major change facing the local colleges. To explore the potential of teachers, to inspire the enthusiasm and creativity of teachers, to optimize the distribution of human resources, and to integrate human resources within the colleges are important ways to improve the core competitiveness of local colleges.
