对我国现有食品召回制度的完善建议

On the Improvement of the Existing Food Recall System in China

食品召回制度作为食品安全的最后一道防线,对食品安全的防范和处理有着重大的意义。但遗憾的是,我国目前的食品召回制度存在诸多不足,包括海外代购食品的召回缺乏规定、食品召回制度的实施效果不理想、社会对食品召回制度存在错误认识、政府对食品召回的监管不够和食品召回的体系不完善等。鉴此,本文认为我国食品召回制度须从以下方面进行完善:1.进一步完善食品召回的法律法规;2.政府应有效履行其监管职责;3.加强食品召回制度的宣传;4.建立统一完善的食品检验检测机构;5.建立完善的食品溯源制度和食品召回保险制度。

As the last defense line of food safety, food recall system is of great slgnalcance in me prevemlt,. and processing of food safety. But unfortunately, there are still many disadvantages in current food recall system in China, such as no regulation for the recall of overseas-purchased food, unsatisfactory implementation effect of the food recall system, misconception of food recall system, government＇s insufficient supervision on food recall sys- tem, the imperfection of food recall system, etc..Therefore, food recall system in our country should be improved from the following aspects： further perfecting laws and regulations of food recall, effectively performing the govern- ment＇s regulatory duties, strengthening the propaganda of food recall system, establishing unified, perfect food inspection and testing institutions, and improving the system of food traceability and food recall insurance system.
