现代性、“参与式”治理与中国基层民主政治建设

Modernity,“Participatory”Governance and the Construction of Democratic Politics in China Grassroots Society

现代性从诞生之日起,便成为一种持续而又强劲的、明显或潜在的力量冲击着非西方文明的政治、经济、社会以及文化观念前提。改革开放以来,中国基层社会明显地受到了这股力量的冲击,旧有的制度规范和治理模式与新的参与要求之间的紧张对基层社会秩序发出挑战。本文从现代性传播的宏观视角考察了我国基层社会民主政治建设,并阐释了"参与式"治理在应对这一挑战、促进基层民主政治建设中的积极作用。

Since the Western modernity appeared, it has been becoming one kind of continuous and also strong, obvious or the latent strength, attacking the non - Western civilization premises of the politics, the economy, the society, the culture as well as the idea. China grassroots society obvi- ously has been impacted by it since reform and opening policy. The society has been receiving mobi- lization, the widespread participation request highlights. The tension between old systems and the new participation request continuously challenges to the existing social order. So, the article will in- spect the construction of democracy politics in China grassroots society from the macroscopic view of modernity dissemination, and explain the positive role of ＂Participatory＂ governance in response to the challenge and promoting the construction of democratic politics in China grassroots society.
