摘要 随着长江上游一批具有防洪功能的大型水库陆续投入运行,为实现水资源高效利用,保障防洪与水生态环境安全,充分发挥上游控制性水库群的整体最大综合效益,实施水库群联合调度就显得十分必要和迫切。在阐述联合调度应遵循的原则基础上,按2015年水平,着重对长江上游干流沿江重要城市河段进行防洪计算分析,提出了相应的防洪标准和调度方式;同时提出了提高上游支流防洪标准应采取的调洪措施,以及配合三峡水库实施中下游防洪补偿的调度方式。此外,对上游各水库汛末蓄水安排以及枯水期消落调度原则与方式作了简要描述。研究成果可为实施长江上游控制性水库群联合调度提供参考。 With a batch of controlling reservoirs on upstream Yangtze River being putting into operation successively, it be- comes increasingly important to conduct joint - operation of these large - scaled reservoirs, so as to yield the largest comprehen- sive benefits of reservoir group and realize high - efficiency water resources utilization as well as ensuring safety of flood control and hydro - ecology. The principles for joint - operation are demonstrated firstly. By selecting 2105 as the object year, the flood control standards and dispatching ways for several important cities along the upstream Yangtze River are proposed based on flood calculation results. Further, the flood dispatching measures for improving flood Control standard of upstream tributaries are pres- ented, and the joint - operation measures that take Three Gorges Reservoir as a core are proposed too. At last, the water im- poundment schedule of upstream reservoir at flood season end as well as drawdown operation principles in dry season are described in detail.
