国有资本的资源环境保护作用刍议

A Discussion on the Role of Resource Environment Protection for State Capital

环境保护的难题是治理资金投入不足,治理速度缓慢。然而,资金投入不足,从其根源而论是资本的本质特性极大地反作用于环保投入,它们之间存在三种矛盾。一是资本的短期回报的要求与生态保护的长期性相背离;二是资本的逐利性与生态保护公共品的无偿性相冲突;三是资本扩张的无限性与生态资源的有限性相悖。而国有资本除了具有资本的共性外,更具有其他资本难以替代的功能特质。所以,需要引入国有资本来解决资本与生态保护的对立关系,筹集国有资本,加大生态环境保护的投入。

The difficult problems of environmental protection are related to the insufficiency of capital invest- ment for and slow speed of treatment. However, essentially, funding investment insufficiency results greatly from the counteraction of essential properties of the capital for the investment on environmental protection. There are three kinds of contradiction between them. First, the desire for quick return of the invested capital contradicts the long - term protection of ecological environment. Secondly, the profit - driven nature of capital goes against the voluntary for ecological protection. Thirdly, the unlimited capital expansion does not match the limited eco-logical resources. State capital, however, is embodied with not only the common features that all the capitals have but also the special features that other capitals do not own. As a result, it is necessary to introduce state capital to remove the contradictoriness between capital and ecological protection, and to raise state capital in order to increase the investment on environmental protection.
