当前我国普遍采用的以整体风险等级为导向的项目稳评框架问题剖析

Analysis on Problems of Framework of Project Social Stability Risk Assessment Oriented by Comprehensive Risk-degree Judgment

从投资项目社会稳定风险评估的核心任务出发,从不同视角分析了通过单因素风险叠加评价项目整体风险的不合理性,从方法论上论证了利用综合风险指数法判断项目风险等级的不科学性,剖析了当前我国普遍采用的投资项目社会稳定风险等级判断标准存在的问题,并对投资项目的社会稳定风险评判标准提出了原则性的改进建议。

This paper starts from the crucial task of the assessment of projectrs social stability risk,and analyzes the irrationality of the way that assessing projectts whole risk degree by the superposition of single factor logically, and demonstrates the absurdity of the comprehensive-risk-in- dex method to judge projectrs risk-degree methodologically. Then it analyzes the problems existing in the current prevalent judgment standard of project＇s social stability risk degree. Finally,it puts forward some principle comments on the standard of project＇s social stability risk assess- ment.
