结合地空导弹武器装备的影响因素以及现代战争中将要面临的复杂电子对抗环境，建立地空导弹武器装备效能指标体系，在WSEIAC经典效能模型基础上提出了E=kqADQC效能模型，并给出了各个模块的求解方法，其中，能力C采用模糊评判方法给出，为决策人员提供了借鉴依据。
