国有企业党委职能转变方向研究

改革开放以来,伴随着国企改革的逐步深化,国企党委的职能也发生了巨大变化。从过去统揽一切,以党代政,到以政治领导为核心,监督为手段,改革的研究者在理论方面也取得了一些进展。但是,由于缺乏科学统一的改革方案,国企改革至今问题频发。比如,党委书记权力集中,独断专行;官员上级任命化,腐败网蔓延;党委成为中间利益协调人;工人利益被代表等等。这些问题所引发的社会矛盾,层出不穷,严重损害了党的形象和改革事业的健康发展。如何兼顾效率与公平?从国企党委职能转变的角度,进行创新,构造科学统一的管理制度,对企业未来的健康发展具有积极意义。

With the deepening reform of state-owned enterprises,great changes have taken place in the function of the Party committee in state-owned enterprises.In the past,our Party committee often monopolized everything,being the core of the political leadership.The reform researchers have made some progress in the theory.However,due to the lack of a scientific and unified reform plan,problems and accidents happened repeatedly due to the over-concentration of power in the Party committee secretary hands;the appointment of officials;the spreading corruption;role in coordination and the represent of the workers＇ interests of the party committee and so on.At the same time,social conflicts caused by these problems are piling up one after another,which has seriously damaged the party＇s image and prohibited the healthy development of reform.How to balance between efficiency and fairness It is of positive significance to innovate and construct a unified scientific management system for the healthy development of the enterprises by changing the party committee in state-owned enterprise.
