重点青少年群体教育管理和服务是项系统工程,关乎社会稳定,也是实现"中国梦"的重要保障。经过调研、分析针对现有工作中存在不足提出建立健全科学的工作机制,形成"党政领导、共青团主导、多部门联动、社会力量为支撑"的工作格局,按照"网格化管理、组团式服务"的原则,以民工子弟学校和民工聚集区为重点,引入专业化志愿者队伍,大力推进学校、社区一体化建设,并丰富重点青少年管理活动载体,加强法制教育和搭建就业创业平台等。

The education management and services for the specific groups of young people is a comprehensive project, concerning the social stability and the realization of ＂Chinese Dream＂. This paper , based on the survey, made an analysis of the present situation. It suggested that we should establish a sound scientific working mechanism, form an efficient working pattern with the leadership of communist party and government. At the same time, we should put the education management and service for the specific groups of young people under the management of the Communist Youth League , getting multiple sectors involved, with the support from social forces. In addition, according to the principle of network-based management and group-service, we should focus on the migrant schools and gathering area of the migrant workers. More professional volunteers should be introduced and the integration of schools and communities should be vigorously promoted. Meanwhile, outdoor activities for the specific groups of young people are suggested to be organized and legal education should be strengthened and platforms for employment and starting business should be provided by the government.
