草原生态保护补奖机制实施中存在的问题及对策

Problems of and Solutions to the Application of Compensation to and Rewarding for Grassland Eco-Protection

草原生态保护补奖机制是建国以来我国草原生态保护方面安排资金规模最大,覆盖面最广,补贴内容最多的惠牧政策。作为新政策,实施时间短、涉及内容多,在政策的落实和执行过程中存在着诸多问题。笔者在介绍政策基本情况的同时分析了政策实施过程中的问题和对牧民的影响,提出了对策建议。

The Grassland Eco-Proteetion Compensation and Rewarding System has been the favoring herding policy that provides the largest amount of fund, covering the vastest scope of area,and including the most compensation items since the founding of P. R. China. As a newly adopted policy with many i- tems, it is not free of problems in its application. In this essay, an introductory description of the policy is made, problems of the application of the policy and their impacts on herdsmen are discussed and in the end, suggestive solutions are raised.
