摘要
HSE管理是一种新型的安全管理模式,是工程项目管理的重要内容。应用物元分析法建立了HSE管理绩效评价物元模型,通过分析工程项目HSE管理体系的关键要素,结合物元理论和量化评估思想构建其评价指标体系,确立其评价标准。以某工程项目HSE管理为例进行管理绩效评价,结果表明了该评价方法的有效性和可行性。
The paper intends to propose a new model that can help to perform accurate and objective evaluation of HSE management for en gineering projects. For our research purpose, we have first of all ana1 lyzed the features of the HSE management and found that the key to the engineering project HSE management is the process control. Based on the above said features as well as current theories of HSE management, we have divided the whole project management into four stages, namely, the planning stage, the implementation stage, in spection stage and the improvement stage. Specifically speaking, there are four important factors that may influence the control of HSE management, which can also be regarded as the dominant indicators for setting up the evaluation model of HSE management. In addition, the HSE management can also be graded into four levels, that is, the initial level, medium level, good level and perfect level. The four levels can then be organized into a classification evaluation model. The idea of the matterelement mentioned above can be thought of as a new way of quantitative assessment approach, which we have at tempted to apply to the evaluation practice and proved that it is well fit with the actual engineering practice of HSE management. And, fi nally, a case study is given on a real engineering project. The results of our trial application of the model shows that it is effective and fea sible. It can help to provide a scientific and engineering reference to promoting the evaluation of such engineering management.
