美军国防合同管理局管理体制改革研究

Study of Management System Reform of the US Defense Contract Management Agency

驻承制单位军事代表管理体制改革是当前我军装备采购制度改革的难点,研究美军国防合同管理局管理体制改革的做法可以为我军提供有力借鉴。在全面归纳美军国防合同管理局的职能和现行管理体制基础上,重点分析了合同管理室的设置标准、机构组成和调整编制的程序,最后提出了我军军事代表管理体制改革需要采取的措施。

The reform of in-plant representatives for military relate to equipment contractor management system is the most difficult work in the current PLA equipment acquisition system reform. Study on the approach about management system reform of the US Defense Contract Management Agency has a great meaning for us. In this paper, the functions and the currently management system of the US Defense Contract Management Agency （DCMA） are totally summarized, the standards to set Contract Management Office organization constitutes and structure change procedures are deeply analyzed. Based on above research, some measures to promote management system reform for the PLA＇s in-plant representatives for military relate to equipment contractor are finally presented.
