摘要
以访谈、实地考察和问卷调研的方式,调研了西部地区的基层公务员。研究发现,尽管政府大力推动基层公务员学习,他们的整体学习意愿还处在负面的水平,感受到的组织学习支持也不强,学习兴趣缺乏、学习精力匮缺、学习成就感差的现象依然普遍,而不同形式的组织学习支持对学习意愿有着积极的作用。本文的主要价值是引起学界和政府部门在推动组织学习、开展公务员培训活动中关注公务员的学习意愿,并通过更积极的组织支持策略,极大程度地提高公务员的主观能动性,达到有效学习的目标。本研究也有一些自己的局限性,如样本不大,采集于西部地区,可能不能代表比较活跃和外向的沿海地区;而公务员应该学习什么,如何学习,也是有待于进一步探讨的问题。
This study evaluates civil servants learning motivation and its influencing factors in west China in the context of China's national campaign for developing a learning society and its national strategy for developing its western region. Peter Senge's organizational learning theory is used as a main analytical framework. Document studies,key informant interviews,onsite observations,and surveys were conducted among civil servants running training programs or receiving training. The study finds that in spite of leadership emphases and national campaigns,the grassroots civil servants still reported a less than desirable learning will,learning interest,and sense of achievement from learning. While the study is limited in sample size,it nonetheless conveys an important message that political campaigns alone is not enough in making a change. Specific organizational strategies such as role model,incentive structure,training content and methods reform,and learning applications are necessary in order grassroots civil servants are motivated to learning and experience sense of achievement in learning. These findings are important in informing policy makers that more needs to be done other than providing funding and training opportunities to facilitate civil servants earning in order the training be truly effective and enable local development.
