跨区域作战公安维和部队扁平化指挥体系设计

Design of Acrossing Region Combat Flat Command System of Public Security Peacekeeping Force

针对公安部对派驻非洲各国的维和警察部队需要进行远程实时指挥和扁平化调度的需求,采用云+端的技术架构,通过卫星的数据通信实现跨区域作战能力,提出了利用微波图传设备作为前端视频采集手段,卫星通信指挥车作为卫星无线中继,现场指挥部和公安部指挥中心作为接收端的多级指挥体系;研究了各类终端设备接入维和指挥网的不同策略,介绍了单兵作战软件和扁平化指挥后台的业务功能,最后总结了应用效果和发展前景。

Based on the Ministry of public security of put forward the demand of the remote real-time command and flat scheduling for peacekeeping police forces stationed in Africa,this paper used the architecture of Cloud + Terminal technology and realized cross regional operational capability based on data communication satellite,and proposed multilevel command structure of microwave individual terminal as the front-end video acquisition method,satellite communication commanding vehicle as satellite switch,on- site command and the Ministry of public security command center as a receiving end.This paper studied different strategies for different terminal equipment accessing command network,and introduced the functions of individual combat command software and lat command background platform,and finally summarized application effect and development prospects.
