论高校学生安全管理法制化

The Legalization of the College Students' Safety Management

高校学生安全管理法制化,是找到高校安全管理权与大学生权利平衡点、解决高校学生安全管理弊端的根本方法。当前,高校学生安全管理法律法规不健全、安全突发事件应急法制化程度不高,严重制约了高校学生安全管理法制化进程。为此,作者提出了完善法律法规和制度、加强高校学生安全突发事件应急法制化建设等对策措施,以期推进高校学生安全管理法制化。

The legalization is the basic way to balance the safety management and the students＇ right, and solve the problems of the college students＇ security management. At present, the laws and regulations are not perfect, its emergency legal level is not high, and so it restricts the legalization. Therefore, the author puts forward perfect laws and regulations system; strengthens college students＇ safety emergency legal construction measures, and hopes to promote the safety management legalization in order.
