摘要
环境执法联动是把解决环境问题的法律手段和行政手段有机结合起来,实现环保行政执法与司法介入的有效衔接,加大对环境违法案件的惩处力度。介绍了省内外环境执法联动的经验做法,阐述了开展环境执法联动的现实意义,探讨了我省环境执法联动的实践方向。
Joint environmental enforcement, which is not only an organic combination of legal and administrative instruments, but also an effective connection between administrative enforcement and judicial intervention, had enhanced the punishment on the environmental violation cases, with the aim to solve environment problems. This thesis introduced the experience and practice of joint environmental enforcement within and outside the Jiangsu province, elaborated on the practical significance of joint environmental enforcement, and explored the practice direction of the joint environmental enforcement in Jiangsu province.
