摘要
金融IC卡工作作为"中国人民银行信息化‘十二五’发展规划"七大规划目标之一,近年来实现了蓬勃的发展。本文研究的金融IC卡工作全方位动态评价体系以规范发展为出发点,通过发卡行子体系、收单机构子体系、区域子体系三个子体系的数字化模型实现了金融IC卡管理工作从直观感性到客观量化的分析比对,达到对子体系中各参与方的科学化、精细化管理,进而推动金融IC卡工作在合理的引导下,通过市场运作,不断创新,实现规范、稳定发展。
As one of the seven planning objectives of "PBC's Information Technology 'the 12th Five Year' development plan", the financial IC card has achieved a vigorous development in recent years. The paper studies the dynamic full range evaluation system of financial IC card work, and changes the financial IC card management from an intuitive sensibility to objective quantitative analysis and comparison through the digital model of issuing bank sub-system, acquiring institution sub-system and the regional sub-system so as to reach the scientific and fine management of each participant of the subsidiary systems. Through pushing the financial IC card work under a reasonable guidance, and by means of the market operation and continuous innovation, the objective of standardized and stable development of the work on financial IC cards will be achieved.
