摘要 受美国联邦海事委员会(FMC)的邀请,中国、美国和欧盟的海运竞争监管机构于2013年12月17日,在华盛顿召开了全球海运监管峰会。 Maritime regulators from the United States, the People's Republic of China(PRC), and the European Commission met and conferred in Washington, D.C. on December 17, 2013 to consider the evolving international maritime landscape. The officials had open and candid discussions on their differing regulatory frameworks and the potential effects of carrier cooperation on international trade. While most of the discussions were held privately by the regulators, FMC Chairman Mario Cordero and members of the delegations from China and Europe spoke briefly about their regulatory summit publicly at the end of the day. The summit was early on billed as a global regulatory summit on the P3 Alliance, but was a general discussion of shipping regulation. As it stands, the P3 would have 252 ships totalling 2.6 million TEU to be deployed in the Asia-Europe, transpacific and transatlantic trades and consuming 42 per cent of the AsiaEurope market share, 24 per cent of the transpacific and 40 per cent of transatlantic. Similarly, if the G6 alliance carriers(New World Alliance and Grand Alliance) merge all their transatlantic services, they will have a share of about 46% of total transatlantic capacity, more than the current biggest group, MSC with about 16%. Some shippers are naturally concerned that very large alliances could reduce competition. After all, just two carrier alliances(P3 and G6) could control more than 80% of transatlantic capacity and more than 60% of Asia-North Europe capacity. Competition regulators assessed what impact the new alliance formations will have on competition, freight rates and service.
