山地灾害危险区区划的原理与进展

Principle and Progress in the Danger Area Planning of Mountain Disasters

治理和预防是减轻或避免山地灾害所造成损失的重要措施。作为重要的预防措施之一 ,山地灾害危险区区划则是有效进行山地灾害管理的重要工具。本文通过介绍山地危险区区划的基本概念和优点 ,运用系统控制论的基本准则对危险区区划的重要性进行了分析和评价。在简述危险区区划原理与进展的基础上 ,提出了以山地灾害对居民区人员和重要设施危险等级划分的理论框架 ,其目标之一就是明确地界定山区城乡建设规划中禁建区、限建区和安全区。此外 ,评述了目前危险区区划存在的问题 ,并提出了改进危险区区划工作的建议。

Active and passive mitigation measures are used to minimize the destruction potential of the mountain disasters. The danger area planning of mountain disasters as important passive mitigation measure is one of the powerful tools for efficient mountain disaster manatement. Based on the introduction of basic concept and advantage of danger area planning, its significance in mountain watershed management is evaluated through the basic criterion of the systematic cybernetic theory. According to the view of the principle and process in the danger area planning, this paper put forward the meaning of the division of different danger areas, oriented towards the possible threat of mens life and the important values in settlement areas. One of the goals is to outline clear definitions for prohibition area, regulation area and indication area for the purpose of rural and urban blanning in mountain region. In addition, the problems in the danger area planning are evaluated and suggestions for its improvement are discussed.
