Public participation has become one of the core values of administrative law. However, the introduction of public participa- tion in decision-making at all administrative procedures is neither necessary nor possible. As long as we establish a sound implemen- tation mechanism, we can really activate relavant public participation in administrative decision-making. In addition, the implementation mechanism of public participation involves specific issues such as the public identification, measurement of participation types, and selection of participation forms.
