Factors Blocking Farmers′ Participation in Forestry Management

分析了影响农民参与森林管理的主要因素 ,包括不完整和不稳定的林地使用权制度 ,林权不完整 ,没有理顺项目和林业政策的关系 ,林业税费重和经济效益低等。

In China, government plays a great role, and farmers are reluctant to participate in forestry management and development. The principal issues which block farmer participation in forestry management and development are analyzed, which including incomplete unstable forestry land use tenure, which incomplete forestry tenure, unsustainable project measures, heavily taxation and fee levied, low economic return. Comments and suggestions are provided to promoting farmer′s participation in forestry management and development.
