As a national economic center,Shanghai has maintained absolute advantage on economic development in a long time. However, you must to face new challenges and tasks of various continually to keep this advantage. In the new economic situation, we need some new ideas which adapt to the new situation, and and they will open up a new situation.Therefore,tocreate'international science and technology education', 'international health' and 'international cultural entertainment' of the 'three high ' has been put for wardon the platform of constructing 'four centers' which are international economic, trade, financial,and shipping.
