城乡问题的探索经历了多个发展阶段,各国在不同的历史发展阶段对其所采取的策略与模式也有所不同。城乡统筹既要体现在区域规划、基础设施、教育条件、社会保障等方面的协调与统筹,还应体现在居民生活的舒适与便捷程度上,尤其是乡村居民的消费安全。在城乡统筹发展进程中有必要重新激活起基层供销社的活力,积极发挥其组织体系和经营网络优势,恢复重建基层供销社,使之真正成为农业社会化服务的骨干力量。
